Control Account Manager (CAM) – Landover, MD

Supports the Planning Decision Aid System (PDAS) program located in Landover MD.

As a CAM, the individual will work with a technical team and Task Order leadership to gather necessary information for cost control and forecasting the Task Orders (TO) financial data and delivering monthly program reports.  The CAM will update EVM tools and produce required data products, review monthly EV data and provide detailed cost account status, and support program requirements for the EV battle rhythm.  The Task Orders employ Agile Development methodologies and the CAM must be able to integrate that approach with the EVM requirements.

Primary duties include, but not limited to:
  • Participate in CAM status calls, prepare status for/attend weekly Task Order status meeting.
  • Provide/enter weekly IMS status.
  • Support stakeholder meetings
  • Review Actuals Hours reports for time charging accuracy and alignment with IMS status.
  • On a monthly basis: calculate & enter ETCs into the financial system, analyze EV metrics and generate VARs as required, and attend program VAR meetings.
  • Support the development of the IPMR CDRL deliverable.
  • As required identify/request IMS forecast and baseline changes via schedule change requests and “what if” schedules, and plan technical work, including scope, cost & schedule, with direction from Task Order leadership.
  • Participate in Integrated Baseline Reviews as required and maintain Work Authorization Documents (WADs) for each Control Account, ensuring the WADs are always up-to-date.

The selected Team Member will use their skills and learning to achieve and maintain EV integrity across the Task Order, alert leadership to trends that may negatively impact TO, as well as perform other duties as assigned.

MINIMUM REQUIREMENTS:
  • Must be adjudicated to Top Secret (TS SCI) clearance level at employment start.
  • For a Control Account Manager (CAM): Bachelor’s degree with 3 years of experience, or 8 years of experience in lieu of degree
  • Experience with standard EVM practices and procedures, tools, rolling waves, and EVM cost baselining.
  • Practiced in identifying IMS forecast and baseline changes via schedule change requests and “what if” schedules.
  • Recent experience with DCMA Audits and Baseline Reviews as the CAM answering the questions desired. Must be a recent graduate of a CAM/EVM training course and completed EVM tool training within the last 2 years.
  • Strong and demonstrated skills in cost estimation, control, and forecasting and experience with cost-schedule integration (EV) especially related to Agile Development methodologies.
  • Ability to develop, maintain, and follow documented processes and procedures.
  • Understand government contracting methodologies
  • Demonstrated ability to develop and use spreadsheet-based analysis tools
Preferred Qualifications: 
  • Basic understanding of software development and system engineering activities
  • Experience in an Agile Development environment that also used Discrete EV management methodologies
  • Knowledge of CAM/CAM Analyst processes and policies (PMP) or equivalent desired.
  • Practiced in identifying IMS forecast and baseline changes via schedule change requests and “what if” schedules.
  • Detail oriented and able to work independently with little or no supervision
  • Familiarity with scheduling tools like MS Project
