Lead Systems Engineer – Landover, MD

Responsible for leading the Systems Engineering technical team, which includes the following duties: systems analysis and trades, coordinating engineering activities, engineering baseline management, interface management, requirements/V&V management, subcontractor technical oversight, CAM/EVMS duties, preparing/presenting SE material at all major reviews and PMR’s and interfacing with multiple customers on technical issues.

The responsibilities includes both individual-contributor and leadership roles, within a multi-disciplined engineering team. In this lead role, the Lead Systems Engineer is expected to be self-directed using previous experience to lead design, analysis and execution efforts. Candidates must be able to recognize and mitigate technical issues and risks while operating within budget and on schedule.

Primary duties include, but not limited to:
  • Lead/Provide major support to the entire Raptor technical team.
    • Troubleshoot and develop solutions to complex problems that the program may encounter.
    • Develop, author and/or provide input to major program data products and other deliverables.
    • Technical management of program elements
    • Planning and conduct of technical reviews and technical baseline
    • Writing status and technical performance reviews and reports
    • Mentor, coach, train, guide, direct, and advise junior staff

The selected Team Member will use their skills and learning to achieve and maintain EV integrity across the Task Order, alert leadership to trends that may negatively impact TO, as well as perform other duties as assigned.

MINIMUM REQUIREMENTS:
  • Must be adjudicated to Top Secret (TS SCI) clearance level at employment start.
  • Bachelor’s degree with 6 years of experience, or 10 years of experience in lieu of degree
  • Experience with standard EVM practices and procedures, tools, rolling waves, and EVM cost baselining.
  • Practiced in identifying IMS forecast and baseline changes via schedule change requests and “what if” schedules.
  • Recent experience with DCMA Audits and Baseline Reviews as the CAM answering the questions desired. Must be a recent graduate of a CAM/EVM training course and completed EVM tool training within the last 2 years.
  • Strong and demonstrated skills in cost estimation, control, and forecasting and experience with cost-schedule integration (EV) especially related to Agile Development methodologies.
  • Ability to develop, maintain, and follow documented processes and procedures.
  • Understand government contracting methodologies
  • Demonstrated ability to develop and use spreadsheet-based analysis tools
Preferred Qualifications: 
  • Basic understanding of software development and system engineering activities
  • Experience in an Agile Development environment that also used Discrete EV management methodologies
  • Knowledge of CAM/CAM Analyst processes and policies (PMP) or equivalent desired.
  • Practiced in identifying IMS forecast and baseline changes via schedule change requests and “what if” schedules.
  • Detail oriented and able to work independently with little or no supervision
  • Familiarity with scheduling tools like MS Project
