Omni2Max Inc. President and CEO, Allen F. Maxwell, is a retired U.S. Navy Officer, a former federal employee with a combined 36 years of federal experience. Allen's military career spanned from the enlisted ranks to the officer's corps, he served in various assignments just to name a few; Naval Nuclear Weapons/Fleet Training Command Tomahawk Training Detachment as the Officer in Charge, Naval Base Guantanamo Bay Cuba, as Base Ordnance Officer, , Systems Test Officer onboard the USS Stethem (DDG-63) and Aegis Readiness and Training Command's as the Information Assurance Officer. He has over 14 years of Defense and Federal contracting experience. Allen is a dynamic, results-oriented leader with a strong and proven track record of performance in quick turnaround high-tempo, fast-paced organizations. He combines keen analytical insight with a strong team building approach to drive organizational improvements and implementation of best practices. He possesses superlative interpersonal and communicative skills and is capable of resolving multiple, complex business issues.

As a Business Leader he has lead and developed several personal businesses for over the past 14 years. His experiences begin with owning a store front retail packaging and shipment business to starting up and developing a Clothing Textile Manufacturing business and a Federal Defense Technical Contracting firm. While serving as the Director of Operations for a San Diego based C4ISR Technical Solution Firm, he managed several senior level personnel and multimillion dollar government contracts.

As a senior Federal Civil Servant at Space and Naval Warfare Command, his assignments ranged from being a senior Acquisition Program Manager for the Global Positioning Systems (GPS) where he strategically united the working elements of the US Air Force, Army and Navy to develop a common GPS Capability Development Document that serviced the entire U.S. Military. As the Program Manager for the Navy's Help Desk and Distance Support (DS) he was the recognized leader throughout the Navy's DS community. He tightly integrated In-Service Engineering Agency (ISEA) functions with DS capabilities and established DS Team SPAWAR Continuity of Operations (COOP). He was SPAWAR's driving force in consolidating the Distance Support Help Desk across the Navy.

Allen holds a Master's Degree in Computer Information Systems (MSCIS), a Bachelor of Science Degree in Business Management (BSBM) and an Associate Degree in Electronic Technologies (AAET). He is also certified in the Defense Acquisition Workforce Improvement Act (DAWIA) as a Level III Program Manager and Level III System Engineer.

Omni2Max's Executive Vice President of Operations. John Nell, brings over 27 years of US Navy and government contractor experience to Omni2Max Inc.

A retired Navy Captain, John D. Nell is a native of Fort Atkinson, Wisconsin. He received his commission through the Naval Reserve Officer Training Corps scholarship program at the University of Wisconsin in 1988 His first duty station was on the fast-frigate, the USS UNDERWOOD (FFG-36), homeport in Mayport, Florida from 1989 to 1992 while serving as the Anti-Submarine Warfare Officer and later as the Ordnance Officer. While on USS UNDERWOOD, he was deployed to Operation Desert Storm in 1991. Upon transferring, he reported to Naval Mobile Construction Battalion SEVENTYFOUR in Gulfport, Mississippi serving as a Company Commander and the Embarkation Officer; deploying to Okinawa, Japan in 1993. In 1994, he was assigned to Navy Recruiting Area FIVE in Great Lakes, Illinois as the Marketing and Advertising Officer, responsible for Navy advertising for 8 Districts in the central region of the United States. In 1996, he transferred to the Fleet Support Officer community and was selected to attend the Naval Postgraduate School in Monterey, California earning a Master’s of Science in Management with an emphasis on Manpower Systems Analysis. Upon graduation, he was assigned to the Military Entrance Processing Station (MEPS) in Minneapolis, Minnesota as the Operations Officer. He later then reported to OPNAVN12 in 2001 to be the Head, Manpower Systems Analysis and Accounting Section at the Navy Annex in Arlington, Virginia. During his time, he transferred to the newly established Human Resource community and received his certification as a Professional in Human Resources (PHR) from the Society of Human Resources Management (SHRM).

He transferred to the USS NIMITZ (CVN-68), homeport in San Diego, California from 2003 to 2005 as the Training Officer. During his time onboard, he deployed for Operational Iraqi Freedom. He was then selected to attend the Naval War College in Newport, Rhode Island where he received a Masters of Arts in National Security Affairs and Strategic Studies in 2006. In 2006, he reported to Navy Recruiting District (NRD) Richmond as the Executive Officer and then Commanding Officer in 2008. In Fiscal Year 2009, NRD Richmond was selected as the top NRD out of 26 districts nationwide. He then volunteered for a one-year assignment to Afghanistan reporting to NATO Training Mission - Afghanistan/Combined Security Transition Command – Afghanistan from 2009 to 2010. He was the senior advisor to the Chief of Personnel for the Ministry of Interior; assisting the Afghan National Police in recruiting, policy, and manpower accounting. Upon his return to the United States, he was assigned to Naval Education Training Command, in Norfolk, Virginia as a program manager for service support schools. He finished his career as the Assistant Chief of Staff at Commander, Naval Air Forces Pacific/Atlantic. He directed the proper manning for 10 carriers, 9 Air Wing and various aviation commands in support of operational commanders; a force that consists of over 100,000 Navy and civilian personnel. His personal awards included: Legion of Merit, Bronze Star, Defense Meritorious Service Medal, Meritorious Service Medal (2), Navy and Marine Corps Commendation Medal (3), the Joint Service Achievement Medal and the Navy and Marine Corps Achievement Medal (3).

Following Navy retirement, John worked for Booz Allen Hamilton as an Associate as a Subject Matter Expert in Manpower, Personnel and Training. He supported SPAWAR 4.3.4 and PMW 120.



John Bush

Omni2Max's Vice President of Operations and FSO. John Bush, brings over 30 years of US Navy and government contractor experience to Omni2Max Inc.

A career Naval Flight Officer in the P-3 community, he also served on the flag staffs of Commander Carrier Group Seven and COMNAVAIRPAC in San Diego. Additionally, he is a graduate of The Armed Forces Staff College and was a Strategic Logistician with Commander-in-Chief U.S. Atlantic Fleet in Norfolk, VA. During this assignment, he jointly served as the Supply and Contracting Officer for the International Navy Review, the US Navy's participation in the re-dedication of the Statue of Liberty in New York City and authored the comprehensive Statement of Requirements for the logistics support for the defense of Norway which was uniformly adopted by the Norwegian Parliament.

Following navy retirement, he was the Publisher of the award winning Navy Compass and Flight Jacket Newspapers for 10 years and was honored as Publisher of the Year for Main Street Media Inc., in 2005. Working diligently with the Commander Navy Region Southwest and the Fleet Industrial Supply Center San Diego he won three separate government contracts to publish the two military newspapers during his tenure as publisher.

John, a graduate of the Armed Forces College in Norfolk, VA, also holds a Master's of Science Degree in Management from the Navy Postgraduate School, a triple business major Bachelor or Arts Degree in General Business, Marketing and Management, completed the scholarship NROTC program, and was the honor-grad of his Flight Training class.

Tammy Scott brings over 25years of financial background and DOD experience. She joined Omni2max in April 2017. She brings a vast knowledge of skills in accounting, book keeping, as well as financial forecasting. Previously owning her own business, in the automotive repair industry, she has the in-depth knowledge of the financial arena; payroll, bookkeeping, as well as submitting all applicable tax forms.

She was in the finance department for L3. During her time there she saved her company hundreds and thousands of dollars and obtained the required and necessary knowledge as a Finance Director working with government contracting. In her role as Financial Manager, Tammy works collaboratively with senior level executives and clients to create a strong financial foundation. She is responsible for providing the financials for all aspects and functions of Omni2max and its Joint Venture businesses. Her extensive knowledge has equipped her with the tools to be an asset in finances for government contracts. For example, submitting provisional billing rates, and sustaining a DCAA compliant financial system.



Ted Santos

Ted Santos has over 32 years in the procurement field. His procurement Career started while he was a junior at SDSU entering the Navy CO-OP program as a Purchasing Agent at the Naval Supply Center(NSC), San Diego. After receiving his bachelor’s degree, he entered the GS1102 series and became a Contract Specialist. The contract department at NSC subsequently became the Naval Regional Contracting Center with detachments at Sigonelli, London, Long Beach and Australia. He was promoted thru the ranks to Supervisory, Contract Specialist in charge of a division consisting of purchasing Agents and Contracts Specialists with limited Contracting Officer Warrants. Ted’s Contracting Officer warrant was unlimited as to dollar amount and contract types and responsible for the full range of pre and post contracting functions ranging from receipt and review of requirements to contract administration.

After retirement from federal civil service, Ted was employed by NTA as the Business Development Director for the west coast office located in San Diego, CA. He was responsible for identifying and acquiring new business, developing and maintaining customer relations with NTA’s current customers, developing relationships with other companies for the purpose of partnering or subcontracting and analyzing NTA’s potential for success in winning new business.

Ted has a bachelor’s degree in Public Administration and is DAWAI level III certified in acquisition.

Mikki Crandall has over 30 years of experience in the field of human resources and diversity affairs. As a subject matter expert on federal and state employment laws she has supported companies and employers in defining human resource strategy, developing processes, creating structure and planning for growth.

She has extensive knowledge of and experience with defining and writing policies that align HR with core competencies, business development and organizational needs.

She is certified trainer on federal and state laws; as well as diversity and inclusion. Having received certifications from The Institute of Applied Management Law and Cornell University's Diversity and Inclusion program.

In her role as Human Resources Director she is responsible for recruitment, retention and development initiatives. Her philosophy centers around creating an environment where people are respected and valued.



Michael W. Anderson

Director, Information Technology & Assurance
Retired U.S. Navy Senior Enlisted, Small Business Owner, and Defense Contractor With a combined 37 years of federal experience.

Michael Anderson brings over 27 years of US Navy and government contractor experience to Omni2Max, Inc.

Michael joined Omni2Max in August of 2013 after serving 23 years in the U.S. Navy serving in many different roles including Staff and Command Senior Enlisted Leader (SEA), Officer in Charge, Military Department, Tactical Plans and Area Operations Officer, Head, Satellite Management Center (SMC), Operations Chief, Naval Computer and Telecommunications Area Master Stations Pacific (NCTAMS PAC) Operations Chief, credited for co-authoring and executing the transition plan responsible for the current three NCTAMS infrastructure today. Michael has owned and operated two separate Service Disabled Veteran Owned Small Businesses (SDVOSB) with a focus on Program Management and Cyber and Information Assurance.

Michael is a graduate of the Navy's Senior Enlisted Academy, holds an Associate Degree in Information Systems, pursuing his BS in computer science, have been supporting various DoD commands (i.e., PEO EIS, PEO Space, PEO C4I, PMW 146, PMW 120, SSC Pacific, SSC Atlantic, NAVSEA, and NWS) as a Fully Qualified Certification Agent and Validator with experience processing accreditations under Navy, USMC, and Air Force.

Michael has also held Local Area Network (LAN) Manager and System Administrator positions, managed the command's Help Desk, Computer Training, Micro Repair, Project and Program Manager.  He's also credited with and has experience implementing Call Management Systems (CMS).  His experience and qualifications in IT, Cyber, and Telecommunications expands nearly three decades and is as diverse and challenging as we hope his new position at Omni2Max as Director of IT & IA.


Delcie J. Wheeler

Delcie (Dee) Wheeler, joined Omni2Max in April 2015 and opened an Omni2Max satellite office in Warner Robins GA. She brings over 27 years of Business Development, Sales and Management experience as a Senior Vice President, Business Development Manager and Small Business Owner. In Delcie's nine years of practical experience working on various Department of Defense contracts, she closed over $13.5M in new business deals. Her responsibilities included coordinating requirements, developing, defining, and negotiating contract requirements with business operations. Delcie identified opportunities, made recommendations, and sought buy-in from management to implement solutions. She has also developed and managed sales and marketing campaigns.

In her role as Omni2Max's Business Development Manager, Delcie will be responsible for identifying and developing new business opportunities and teaming partnerships as well as serving as the primary representative for the sale of the Librestream camera, for which Omni2Max is a reseller. She will also identify and help develop strategic relationships with business partners and potential customers.
